That is true in a Palm Bay medical office, a Lake Mary campus, and a Kissimmee hotel. The occupancy changes the outdoor-air and exhaust rates. The climate class does not change.
Decisions that belong in schematic design
Where the outdoor-air unit sits. Whether the roof can take it. Whether a shaft exists. Whether kitchen or process exhaust has a makeup-air path. Whether the electrical service can support reheat or a DOAS. After architecture is frozen, the mechanical options collapse into whatever still fits.
Do not copy the last prototype blindly
An I-4 office sequence is the wrong starting point for US-192 hospitality. A Space Coast hangar ventilation rate is the wrong starting point for Park Avenue dining. Central Florida is one climate and several building cultures. The drawings should say which one you are in.
